The largest and the smallest value stored inline: 2^{\mathtt{FLINT\_BITS} - 2} - 1 and -(2^{\mathtt{FLINT\_BITS} - 2} - 1), that is, \pm(2^{62} - 1) on 64-bit and \pm(2^{30} - 1) on 32-bit machines. The macro SMALL_FMPZ_BITCOUNT_MAX is \mathtt{FLINT\_BITS} - 2.
