#include <flint/fmpz_mod_mat.h>void fmpz_mod_mat_strong_echelon_form(fmpz_mod_mat_t mat, const fmpz_mod_ctx_t ctx)sourceTransforms mat into its strong echelon form [FieHof2014], which equals the Howell form up to the order of the rows. mat must have at least as many rows as columns.
