#include <flint/fq_mat.h>Returns 1 if fq_mat_mul should use Kronecker substitution for an r \times k times k \times c product, which is the case if 5 \min(r, c) > 8d + 29. (FQ_NMOD_MAT_MUL_KS_CUTOFF and FQ_ZECH_MAT_MUL_KS_CUTOFF are the corresponding tuned functions of the other representations.)
