#include <flint/fq_mat.h>void fq_mat_randops(fq_mat_t mat, flint_rand_t state, slong count, const fq_ctx_t ctx)Applies count random elementary row or column operations (additions or subtractions of a row or column to another) to mat. This preserves the rank and, for square matrices, the determinant.
